Kallus was a human male Agent of the Imperial Security Bureau, operating number: ISB-021, who attempted to defeat the early rebellion against the Galactic Empire in the years prior to the Battle of Yavin. He was a firm believer in bringing order to the galaxy and suppressed dissent on numerous worlds, including Onderon, where he fought insurgents under the command of Saw Gerrera, and during the cleansing of the planet Lasan that led to the near-extinction of its native species. Kallus was later assigned to the Outer Rim world of Lothal, where he pursued the rebel crew of the Ghost as they fomented rebellion against the Empire. His efforts were largely unsuccessful, leading to an escalation of force against the growing rebellion in the form of both Grand Moff Wilhuff Tarkin, governor of the Outer Rim, and the Sith Lord Darth Vader.

After pursuing the rebels for nearly a year, Kallus attempted to trap them once and for all over the planet Geonosis, but most of the rebels were able to escape. He and Garazeb Orrelios, a Lasat of the Ghost crew, fought their way into an escape pod and crash-landed on the frozen moon of Bahryn. Forced to work together to survive, Kallus and Orrelios found some kinship with one another as soldiers, and learning more about the rebels and their camaraderie led Kallus to question his deeply-held beliefs and assumptions about the Empire and the rebellion. Kallus decided to secretly join the rebellion under the codename, Fulcrum to infiltrate the Empire. He started serving Governor Arihnda Pryce and Grand Admiral Thrawn as the Empire attempted to eliminate the growing rebellion.

His respect for Zeb led him to help Zeb's rebel comrade Sabine Wren escape the Skystrike Academy with Wedge Antilles and Derek Klivian. Kallus' latent sympathy for the rebellion led him to leak information about a top secret starfighter project to the Phoenix Squadron, which the Spectres were part of. Kallus' disillusionment with the Empire grew after witnessing Thrawn engineer the death of Morad Sumar at the Imperial Armory Complex during a speeder bike "simulation." This led him to help his former foes Ezra Bridger, Kanan Jarrus, and their astromech droid Chopper escape the factory with the plans
