Doctor Tracy was working on a machine to repair fault lines and prevent earthquakes, when an explosion of the machine transported him to a spectral vortex between worlds that altered him phisically and mentally. Upon his return to Earth, Tracy, seeing himself as the next evolutionary step, renamed himself Dr Evil, with the goal of turning all humanity into similar beings ruled by him and kill those who refuse. His main obstacle is Captain Action, the former husband of Tracy's deceased daughter.
