In ancient times, Cardassia was home to a remarkable civilization, but in recent centuries it grew poor in natural resources. The military plundered Cardassia's treasures to pay for its campaigns while it made war on its neighbors. Bajor was one such victim. A peace treaty in 2366 technically made Cardassia and the Federation allies, but the alliance was on paper only. Tensions increased after Cardassia withdrew from Bajor in 2369, and the Bajoran Provisional Government asked Starfleet to occupy the Terek Nor ore processing station, now designated Deep Space Nine. In theory, the Detapa Council, a group of civilians, ran the Cardassian government for five centuries. IN reality, the Cardassian society and culture were under the control of two factions. The military ran the bureaucracy though the Central Command, while the internal security police, the Obsidian Order, enforced a strict code of discipline. After the Obsidian Order attack on the Founder homeworld failed in 2371, the Detapa Council reasserted itself until betrayed by a joint military/Dominion task force in 2372.
